Jeanette Harold's Feedback from the Working Neighbourhood Strategy Consultation Event on 13th November 2008

I attended the Working Neighbourhoods Strategy Consultation Event on behalf of the Network on the 13th November at the Stadium of Light.

Janet Snaith introduced why the Working Neighbourhoods Strategy Matters to the City. It aims to increase the economic prosperity of Sunderland through an increase of employment and enterprise, which in turn will help household incomes to rise and people will have more fulfilling lives.

Vince Taylor, Head of Strategic Economic Development outlined the strategy saying that the vision was to create successful neighbourhoods across the city by putting employment and enterprise at the heart of efforts to improve prosperity in those neighbourhoods. This directly contributes to the Sunderland Strategy and LAA targets NI 1512, 152, 163 and 117. It also helps achieve the European Regional Development Fund Targets of the creation of 3006 new small and medium sized business and the creation/safeguarding of 16,450 jobs..

There are to be no bidding wars and we need to be very smart as to how customers are handled to ensure people do not fall down cracks in the system. Under the old regime, everyone was paid by job outputs, projects competed and delivered end to end service with Independent project-led marketing and partial evaluation. The new way is demand led and neighbourhood based with strategic expansion of existing partnerships infrastructure. Projects focus on what they are really good at and customers are seen from a whole journey perspective. There is a single customer management system and integrated marketing evaluation.

There is a total WNF allocation of £29.9 million and £1.5m ERDF anticipated. This translates to £5m allocated 08/09 for NRF extensions, £14 m earmarked for Assisting People into Work – of which £6m for specialist providers. There will be £10m for visible workspaces and £2.5m for marketing, evaluation and programme management.

Gordon Bell, Strategic Programmes and Europe Manager; brought us up to speed about the European Regional Development Fund saying it was tied into the Regional Economic Strategy and where previous programmes were managed by Government office this would be managed by ONE North East.

Karen Graham, Area Coordination and Special Programmes Team; talked us through the Commissioning and Timetables for the Working neighbourhoods Fund:- how decisions are made, commissioning opportunities, the application process and timetable. Karen was hoping that application forms would be available last week but unfortunately some legal issues have raised their head. However, Karen can be contacted on 0191 561 1214 for more information or discussion.

Questions and answers were then taken and we broke into 5 or 6 workshops to look at the Neighbourhood Approach, Demand led Approach, Single Management system and Barriers & Using Specialist Providers, feeding back after each area was discussed.

Regional networks plead for grants to continue By John Plummer, Third Sector, 20 November 2008

The Office of the Third Sector is being urged to continue its £1m-plus funding of regional voluntary sector networks next year.

Each of the nine English regions has a generalist network and a black and minority ethnic network, all representing the voluntary sector, but the networks fear for their futures if funding is not renewed in March.

The Regional and Voluntary Community Sector Networks, which represent the nine general networks, wrote to third sector minister Kevin Brennan last week about future funding.

"One of the OTS's aims is to engage with as much of the sector as possible, and we reach 140,000 groups," said Elizabeth Balgobin, chief executive of LVSC, the London network.

She said the grants helped networks attract other sources of funding and losing them might mean closure for some.

Voice4Change England, the body that represents the BME networks, has also called for the grant to be renewed (Third Sector Online, 10 November).

An OTS spokesman said the latest grant was only ever intended to last for three years.http://www.thirdsector.co.uk/


New Advocacy Group

This year, the PDA is developing and improving their user-led advocacy service, which promotes choice, rights, information and independent living, and is run by Disabled and Deaf people in Sunderland, funded by the Department of Health.

This independent group will be:

  • Confidential and safe
  • Where all disabled and Deaf people can support each other and be confident
  • Where we can talk about our options with someone who has been there
  • Be at the heart of our decisions with other disabled and Deaf people
  • Where no-one else will tell us what to do! 

(Talk about health, benefits, services, information, social care, transport, other things that interest you, but we can’t deal with legal is sues.)

VOME Research Project

Hello all.

 

Below is outline information of some possible funded work open to a small number of e-Champions.

We are hoping to launch the VOME  Research Project at the IT in The Community Conference  in Sunderland.  http://www.itinthecommunity.com/

 

The aim of the research is to generate insights into how service end-users respond to issues of privacy and hence to make recommendations for the development of software which could support these requirements – we need to recruit end-users .   

 

If any of you are interested we have an opportunity to meet with and discuss this idea in more detail with the researchers at the ICT in the Community event.

 

Our plan is then to follow up with a meeting  of interested parties on the 10th and 11th  December to workshop a plan for engaging the community to find the research subjects  from your own communities.  Funding for the work will be supplied from the project.

 

If anyone is interested, has any questions or cant make it to the ICT in the Community event to meet the researchers please feel free to email them to myself and I will pass them along.

NEEP

Dear Members                                                                                                                                                        

I am representing the Regional Community Empowerment Networks on the North East Empowerment Partnership (NEEP).

 

I attended a meeting of this yesterday.  For your information I attach the minutes, agenda and action plan for the NEEP.

 

The NEEP has set itself up to be “a forum for critical debate regarding the definitions of engagement and empowerment, and a practice-led exploration of their implications for policy and practice”.  In plain English this simply means that the NEEP will have discussions about the best way for engagement and empowerment within the sector and how this might affect and impact on policy development as well as how people work.

 

The NEEP is one of nine regional partnerships who work together and with others to form the National Empowerment Partnership.  The aims and Objectives of Neep ARE:-“To improve the quality, co-ordination and evidence of empowerment in the region by:

 

Reviewing the different ways people can become engaged and active in their communities in the North East. 

 

Increasing knowledge and understanding of policy and practice, in relation to engagement, empowerment and community development.  Learning for successes and sharing good practice across sectors.  Encouraging joint activities and working with representatives of councillor's, officers, communities and groups.

 

Proposed activities for 2008/2009 include:

 

  • “Empowerment Forum” seminars
  • Roll out events for case studies and methodology reviews
  • “Duty to Involve” Showcase
  • Development of work around small and individual grant funds
  • Partnership work with the regional Equalities Coalition and EHRC
  • Building a relationship with the Infrastructure Strategic Partnership, the Audit Commission and IDeA

The Children’s Trust Strategic Partnership held a half day to look at a management risk assessment, partnership arrangements and the Children and Young Peoples Plan for 2009 onwards.

 

I was only able to stay for half the half day if that makes sense and was able to contribute to the risk assessment and bit about the children and young people’s plan that related to the new statutory duties that need to be included.

 

The risk assessment raised the issue of partners not engaging with the children’s trust which could result in the needs of children and young people not being met and the Trust not reaching its statutory duties and also their needs not being included in the children's and young peoples plan. 

 

I raised the issue that there is much good work being undertaken within the voluntary and community sector but I am not clear that all of this is reflected within the current plan or that there is a mechanism whereby voluntary and community sector organisations who are not already included in the planning arrangements can contribute to this could result in needs being unmet or good work not being acknowledged and counted towards the city’s targets.

 

This will be going into the risk assessment but then I think that the Trust will be asking the voluntary and community sector how we mitigate against this happening. So GET YOUR THINKING CAPS ON because at some point I will be coming back and asking the question.

Neighbourhood helpline is a brand new helpline for people in both Sunderland and Newcastle to report a range of problems that spoil their neighbourhood. 

Sunderland and Newcastle City Councils are working together to provide the 24 hour, 7 day a week helpline for local people.  You can call 0300 1000 101 to report things like noise nuisance, rubbish and litter or abandoned vehicles.

A specially trained adviser will take your call and log all the information before sending it to the relevant team within the council to sort it out.  If the adviser can’t help you, they’ll direct you to an organisation or department that can.

Not all services – like removal of graffiti – are available around the clock, but the helpline lets you report problems at any time.  You will be told when you can expect a response, and you’ll be given a reference code so you can track progress after your call.

Call 0300 1000 101 to report:

·       Rubbish or litter
·       Abandoned vehicles
·       Dog fouling
·       Noise nuisance
·       Smoking in enclosed public spaces
·       Street lighting
·       Sale of alcohol to the under aged and substance misuse
·       Vandalism, graffiti and other deliberate damage to public property

Message from the Ambulance Service

 

We all carry our mobile phones with names & numbers stored in its memory.  If we were to be involved in an accident or were taken ill, the people attending us would have our mobile phone but wouldn't know who to call.  Yes, there are hundreds of numbers stored but which one is the contact person in case of an emergency?  Hence this 'ICE' (In Case of Emergency) Campaign.

 

The concept of 'ICE' is catching on quickly.  It is a method of contact during emergency situations.  As mobile phones are carried by the majority of the population, all you need to do is store the number of a contact person or persons who should be contacted during emergency under the name 'ICE' (In Case Of Emergency).

 

The idea was thought up by a paramedic, who found that when he went to the scenes of accidents there were always mobile phones with patients but they didn't know which number to call.  He therefore thought that it would be a good idea if there was a nationally recognised name for this purpose.

 

In an emergency situation, Emergency Service personnel and hospital Staff would be able to quickly contact the right person by simply dialling the number you have stored as 'ICE'. Please forward this.  It won't take too many 'forwards' before everybody will know about this. It really could save your life, or put a loved one's mind at rest.

 

For more than one contact name simply enter ICE1, ICE2 and ICE3 etc

 

PLEASE PASS THIS AROUND AS MANY PEOPLE AS POSSIBLE AS THIS CAN HELP IN AN EMERGENCY.

Do you have any members or volunteers who are part of the BME community and who may be interested in gaining a Level 2 qualification?  (It can be in any subject)

 

Individuals who take part in the focus groups mentioned in Chaitanya's message, will receive £25 and the organisation who brings them along will receive £20.

We wish to conduct focus group workshops for individuals from BME communities.  We are looking for people with the following specifications. 

  • The participants need to be North East residents
  • From a BME background (Non-White British – can be of mixed race)
  • Should not have a Level 2 qualification
  • Could be currently learning at level 1 or below
  • Are comfortable in understanding and speaking English
  • Do not have any legal restrictions on learning / employment

 The focus group workshop will look at what stops BME individuals from progressing to level 2 and beyond in further education, and what possible things education providers and other bodies could do to help them to do so. 

We are conducting this project on behalf of the Learning Skills Council (North East). We are hoping to conduct the workshop before the end of this month and would provide remunerations for recruiting individuals and also to the participating individuals.

Binge drinking among young people and chronic illness in older people both present complex and expensive problems. In health terms it appears that damage from alcohol may soon overtake damage from smoking as the leading cause of ill health.

With Lionel Joyce OBE. Lionel Joyce is a service-user with a diagnosis of bipolar illness and a history of alcohol abuse. He was Chief Executive of Newcastle Mental Health Services during its many incarnations, which saw it became a national leader in community mental health teams, user involvement, home treatment, child and adolescent mental health services and old age psychiatry (the leading research centre in Europe). He founded the NHS Confederation Mental Health Committee and also the Urban Group of Mental Health Trusts and was influential in the creation of the National Institute of Mental Health.
He is the Legal Services Commissioner for the North East and Yorkshire.
Mr Joyce was previously Chair of Turning Point (a national social care
charity) and Chair of Mental Health Providers (a national forum for volunteer and community sector providers of mental health services).

Compact News - extension to consultation period and finally the Funding and Procurement C.O.P

Message from Sunderland Community Development Team.

As you will be aware the Sunderland Compact has been out to consultation since June 2008 and was due to close on 19th September.  Following the feedback we have received from VCS organisations relating to the importance of the Funding and Procurement Code of Practice, and the subsequent completion of development work on the Funding and Procurement Code of Practice, we have agreed to extend the period of formal consultation on the Compact for a further 12 weeks until 15th December 2008.  Many thanks to those of you who have submitted responses on the existing consultation documents, and we now encourage you to respond to the Funding and Procurement Code of Practice.

 

Each of the Codes of Practice has been developed through a working group of representatives from both the VCS and organisations of the Sunderland Partnership.  By taking this approach we hope to have developed balanced documents which represent the views of both sectors.

 

The four documents already out to consultation are available from www.sunderlandpartnership.org.uk/scn.asp and the additional document; Funding and Procurement Code of Practice (attached) will be added over the next few days.

 

To take part in the consultation simply open the relevant document, which you can either print off and complete and return to: Community Development Team, Jack Crawford House, Commercial Road, Sunderland, SR2 8QR or complete online and submit using the email button.
